For landowners, partners and municipal contacts, residential development can look like a black box: land goes in, a community comes out. This guide walks through the stages we manage at Reed Ventures, from choosing a site to construction, so you know what happens and who is involved.
Reed Ventures is a family-owned, full-service development firm based in Lewes, specializing in master-planned residential communities and best-in-class retail centers. We prefer to acquire raw tracts of land and develop them into residential communities, commercial centers or mixed-use communities, and Sussex County is our preferred location.
Our experience spans the full development process, from the first opportunity to the final stages of construction. Below are the stages, in the order they generally unfold. This is a general overview, and every site is different.
Step 1: Site selection
Everything starts with the land. We look for raw land with development potential, with residential or commercial zoning, and Sussex County is where we prefer to work. The first question is whether a site can realistically become a community, which is why this step comes before any commitment.
Step 2: Acquisition
Once a site looks right, we acquire it. We prefer to buy raw tracts outright and take them through development ourselves. If you own a farm or other land and are wondering what it could become, this is the point where a conversation with our team begins.
Step 3: Land design
Land design turns an empty tract into a plan: how the property is laid out and how a community will fit on it. It is the stage where a concept starts to look like a place people could live.
Step 4: Entitlements
Entitlements are the approvals that give a project the right to proceed. This is where municipal and county contacts are most involved, and where a well-prepared plan makes the conversation easier for everyone.
Step 5: Engineering and permitting
Engineering turns the approved concept into technical plans, and permitting secures the permissions needed to build them. Both depend on careful coordination between design professionals and the reviewing authorities.
Step 6: Bonding
Bonding is the step that sits between approval and construction. It is part of the full process we manage, alongside the stages before and after it.
Step 7: Site work management
With approvals in place, the ground work begins. We manage site work and the infrastructure that a community needs before homes can be built, coordinating the teams and stages involved.
Step 8: Construction
Finally, an approved development plan is brought to life. We develop residential communities for both national and local builders, so the homes themselves are delivered by a builder working within the community we have prepared.
An example: Windswept at Lewes
Windswept at Lewes, in Lewes, Delaware, shows what this work looks like in practice. It is a residential community of 201 single family lots, and Ryan Homes is the builder, with its Simply Ryan product.
Windswept is a workforce housing project. It aims to provide an underserved market with affordable housing, serving local workers in coastal Delaware. It is listed in our portfolio as an active project, and our project page includes a video of the early stages of development.
It also illustrates the point of the stages above. A community like this is not a single event but a sequence of decisions, from the land to the plan to the builder, each one handed carefully to the next.
What this means for landowners, partners and municipal contacts
- Landowners: knowing the stages helps you understand what happens to your land after the first conversation.
- Partners: the process is built around coordinating teams and stages, from site work through construction.
- Municipal contacts: entitlements, engineering and permitting are where your reviews fit into the larger picture.
